TOWNSHIP OF BRUCE

MINUTES OF REGULAR MEETING HELD ON JULY 13, 2006

 

The regular meeting of the Bruce Township Board was held on July 13, 2006 at the Bruce Township Hall with board members Gallagher, Marsh, Avery, Sawyers and LaJoie present. Absent none. Also in attendance were 9 township residents. Supervisor Gallagher called the meeting to order at 7:30 p.m. with the Pledge of Allegiance.

Public Comments: There were no comments.

The minutes of the regular meeting held on June 8, 2006 and the special meeting held on June 21, 2006 were presented. Motion was made Marsh, seconded by LaJoie to approve the minutes as presented. All were in favor, motion carried.

Motion was made by Marsh, seconded by Avery to pay the bills. Checks #3959 through #4012 were presented for a total of $43,534.16. All were in favor, motion carried.

County Commission Report: Commissioner LaJoie was unable to attend the meeting.

Special Meeting: Supervisor attended a meeting with Chippewa County Commissioner’s Transpo Committee and the Chippewa County Road Commission to discuss the seasonal road policy. The procedure for seasonal roads will remain the same and each one will be looked at on an individual basis.

The Clerk and Treasurer attended a workshop on using the new Auto-Mark Voting Machine.

Zoning Administrator: Mike Schmidt, Zoning Administrator, reported there have been 7 new permits issued this month. A total of 25 permits issued this year.

Burton has applied for a permit for a gravel pit on 15 Mile Rd.

Planning Commission Report: The Planning Commission met on Tuesday, July 11, 2007. A public hearing was held on a Special Land Use permit for operating a wrecker service on 9 Mile Road for Jeff Moran. No decision was made until some members of the Planning Commission could visit the site and ask questions of the applicant.

A review of a reclamation permit for Montgomery Aggregates was scheduled on the gravel pit on 15 Mile Rd but Mr. Montgomery did not summit one.

The Commission worked on a draft of amendments to the Zoning Ordinance to comply with the new Zoning Enabling Act.

The final review of the Master Plan was made.

Motion was made by Gallagher, seconded by Marsh to approve the draft plan of the Master Plan for circulation. All were in favor, motion carried.

Treasurer’s Report: The Treasurers report was read. The balance of all funds is $390,044.09. Motion was made by Marsh, seconded Avery to accept the Treasurer’s report as presented. Motion carried.

A Line Item is needed in the budget for the 911 signs. Motion was made by LaJoie seconded by Marsh to add #540 for grants in the revenues and #730 in expenditures for 911 signs to the Public Safety Budget. All were in favor, motion carried.

Clerk’s Report: A routine monitoring water test showed nothing detected.

A letter was read from Waste Management informing us of an increase in rates for garbage pick up.

A thank you was read from Judy and Jerry Jones for the appliances that were picked up on 10 Mile Rd.

MTA will be presenting a workshop on Funding Township Programs & Services. The Treasurer is interested in attending. Motion was made by Marsh, seconded by Avery for the Treasurer to attend the workshop. All were in favor, motion carried.

Firemen’s Report: The Department has 3 fire runs this month.

The EUP Firemen’s Association Meeting will be held on August 3, 2006 at 7:00 p.m.

The Fire Chief has been looking at a tanker truck. Motion was made by Marsh, seconded by Gallagher to give the Fire Chief permission to enter a bid up to $6,000.00 on the truck. All were in favor, motion carried.

Grounds and Park Report: The gazebo is about completed. The forms will be done this weekend for the concrete floor.

A thank you was given to DS Construction, Todd Edington, Don Monck, 1437th Heavy Equipment Division and Barbeau Builders for all their help on the building.

Old Business: Two weeks ago at the County Road Commission meeting we found out that we are officially going to get 13 Mile Rd. and Scenic Dr. on the Federal Aid Road System.

Discussion was held on putting an Administration Fee on tax bills. It will be reconsidered at a future meeting.

New Business: A revised Nuisance Ordinance was presented. The ordinance was discussed. It will be discussed next meeting.

A Bruce Township Parks and Recreation Plan was presented by the Parks and Recreation Committee. Since the Board has not had time to review it, the plan will be considered later.

Land Division was presented for John and Eugene Castagne. Motion was made by Gallagher, seconded by Marsh to accept the land division as presented. All were in favor, motion carried.

Public Comments: The question was asked if the Road Commission would be fixing the culvert on 9 Mile Rd. that has sunk down?

Motion was made by Avery, seconded by Marsh to adjourn the meeting. All were in favor, motion carried. The Supervisor adjourned the meeting at 8:53 p.m.
