TOWNSHIP OF BRUCE
MINUTES OF REGULAR MEETING HELD ON JUNE 14, 2007
The regular meeting of the Bruce Township Board was held on June 14, 2007 at the Bruce Township Hall with board members Gallagher, Marsh, Avery, Sawyers and LaJoie present. Absent none. Also in attendance were 6 township residents. The Supervisor called the meeting to order at 7:00 p.m. with the Pledge of Allegiance.
Public Comments: There were no comments.
The minutes of the regular meeting held on May 10, 2007 were presented. Motion was made by Marsh, seconded by Avery to approve the minutes as presented. All were in favor, motion carried.
Motion was made by Avery, seconded by Marsh to pay the bills. Checks # 4483 through # 4534 were issued for a total of $36,423.17. All were in favor, motion carried.
County Commission Report: Commissioner LaJoie reported that the County has recently passed resolutions dealing with drugs, drunk drivers and child abuse. The County will be advertising for an Administrator.
Discussion was held on adding an addition on the jail to add 30 more beds.
Special Meetings: The Clerk and Treasurer attended the MTA Spring Meeting. There was a lot of discussion on taking the election, assessing and tax collection from the Townships and moving it to the County. We were all encouraged to contact our law makers to voice our disapproval.
Zoning Administrator: There have been 17 permits issued this year which is the same as last year at this time. The Administrator has been working on violations of junk cars and trash that needs cleaned up.
Planning Commission Report: The Planning Commission met on Tuesday, June 12, 2007.
Discussion was held on the vacancy on the Commission since Brett Gardella has moved. Discussion was held on whether 7 members are needed.
The Commission has decided to cancel the July, August and September Meetings unless there is something that will require them to meet.
The Planning Commission recommends the adoption of Amendment # 8 to the Zoning Ordinances. Motion was made by Gallagher, seconded by Marsh to adopt Amendment # 8 as presented. Roll call vote: Yeas– Gallagher, Avery, Marsh, LaJoie and Sawyers. Nays – 0. Amendment was adopted.
Treasurer’s Report: The Treasurers report was read. The balance of all funds is $515,471.44. Motion was made by Marsh, seconded by Avery to accept the report as presented. All were in favor, motion carried.
Clerk’s Report: A letter was received from Gary McDowell concerning House Bill 4780. He agrees that we need to keep local government and is opposed to HB 4780.
There will be a MTA Summer Legislative Forum on August 8-10, 2007 at Shanty Creek Resort, Bellaire, MI.
America’s Town Meeting 2007 Legislative Conference will be held September 5 & 6, 2007 in Washington, DC.
A letter of resignation was read from Zoning Administrator, Mike Schmidt. He is willing to continue the job until a replacement is found. Motion was made by Gallagher, seconded by Avery to accept the resignation. All were in favor, motion carried.
Firemen’s Report: There were no fires this month.
Grounds and Park Report: There was no report.
Old Business: There were 169 vouchers issued for Spring Clean Up.
The chloride has been put on township roads
At the May 10, 2007 meeting a resolution was passed to put a 2% administrative fee on the 2007 tax bills. We have since found out we can only put a 1% fee on the tax bills. Motion was made by Marsh, seconded by LaJoie to adjust the resolution to a 1 % administrative fee on the 2007 tax bills. Roll call vote: yeas – Gallagher, Avery, LaJoie, Marsh and Sawyers. Nays – 0. Resolution was adopted.
New Business: In 2005, the Chippewa County Road Commission presented estimates for road work on Nicolet Rd. from Sailors Creek to 9 Mile Rd. at a cost of $39,600.00, on Lower Hay Lake Rd. from 11 to 12 Mile Rd. at a cost of $47,620.00 and on 7 1/2 Mile Rd and Lower Hay Lake Rd. at a cost of $77,535.00. They have agreed to honor these estimates in 2007. Motion was made by Gallagher, seconded by Avery to sign contracts for the following road work: 1 mile on Nicolet Rd. from Sailors Creek to 9 Mile with sand fill, gravel and culvert upgrades at a cost of $39,600.00: 1 mile on Lower Hay Lake Rd from 11 to 12 Mile Rd. with clearing and brushing, culvert upgrades, sand fill and gravel at a cost of $47,620.00: 1.1 mile on 7 1/2 Mile and Lower Hay Lake Rd. with sand fill, gravel, culvert upgrades, bridge rehab., clearing and brushing and guardrails at a cost of $77,535.00. All were in favor, motion carried.
At the Annual Meeting held on Saturday, March 31, 2007 a public hearing on Budgeting and Truth in Taxation was held. Motion was made LaJoie, seconded by Marsh to adopt the resolution to levy the following millages for 2007 to be levied upon property located in Bruce Township, as set forth in the "2007 TAX REQUEST". Allocated, operating, 1.6311, Voted road improvement, 0.9886 and Voted road improvement, 1.4829. Roll call vote: Yeas – Marsh, Sawyers, LaJoie, Avery and Gallagher. Nays – 0. Resolution unanimously adopted.
The Custodian was given permission to sell 4 of the older tables for $25.00 a piece.
The Treasurer asked if we would be putting a new roof on the Township Hall this year. The condition of the roof will be checked.
Public Comments: Al Schwartz, who owns a business on Scenic Dr., assured the Board that he is in full compliance with the DEQ and Health Department requirements for his business.
Motion was made by LaJoie, seconded by Gallagher to adjourn the meeting. All were in favor, motion carried. The Supervisor adjourned the meeting at 8:00 p.m.
