TOWNSHIP OF BRUCE

MINUTES OF REGULAR MEETING HELD ON JUNE 8, 2006

 

The regular meeting of the Bruce Township Board was held on June 8, 2006 at the Bruce Township Hall with board members Gallagher, Marsh, Avery, LaJoie and Sawyers present. Also in attendance were 10 township residents. Supervisor Gallagher called the meeting to order at 7:30 p.m. with the Pledge of Allegiance.

Public Comments: There were no comments.

The minutes of the regular meeting held on May 11, 2006 were presented. Motion was made by Marsh, seconded by Avery to approve the minutes as presented. All were in favor, motion carried.

Motion was made by Marsh, seconded by Avery to pay the bills. Checks #3901 through #3958 were presented for a total of $29,619.85. All were in favor, motion carried.

Andrea Berry with the Michigan Ground Water Stewardship Program gave an informative presentation on public awareness of surface and groundwater stewardship.

County Commission Report: The County Jail has been filled to capacity with local people leaving no room for INS people. This causes a loss in revenue for the jail.

Reports of Special Meetings: The Supervisor and Lou MacDonald, Chairman of the Planning Commission, attended a workshop in St. Ignace on Thursday, May 25, 2006 on the Michigan Zoning Enabling Act. It is felt that our zoning ordinances are in pretty good shape with only a few minor changes to be made.

The Supervisor attended a DEQ Wetland meeting at Lake Superior State. It was an area meeting with the main focus on complaints of violation of wetlands.

Zoning Administrator: Mike Schmidt, Zoning Administrator was absent. There have been 16 permits issued this year.

Planning Commission Report: The Planning Commission met on Tuesday, June 6, 2006. There is now a completed draft of the Master Plan. The Township Board members have a copy of the draft and the Commission would like the Board to approve the draft for circulation at the July board meeting.

Treasurer’s Report: The Treasurers report was read. The balance of all funds is #399,272.84. Motion was made by Marsh, seconded by Avery to accept the Treasurer’s report as presented. Motion carried.

Clerk’s Report: There will be a workshop on Michigan Zoning Enabling Act on Wednesday, July 12, 2006 in Grayling

There will be a workshop on Michigan Zoning Enabling Act on Tuesday, July 11, 2006 at Bay de Noc Community College in Escanaba.

A letter was read from McDonald Realty on a petition currently circulating relating to a lot owned by Charlie McLeod/Diane Ware. This petition suggests Bruce Township purchase this property for use as a public access site. The Township should feel free to contact them if we have any questions.

Due to the increase in election requirements the Clerk is in need of a computer that will be able to hook into the State QVF. Motion was made by LaJoie, seconded by Avery to purchase a computer for elections. All were in favor, motion carried.

Firemen’s Report: The Department had 1 fire run to a car and motorcycle accident.

The Fire Department received a grant from the Sault Tribe for $19,882.82.

Grounds and Park Report: The poles for the gazebo are in and the framing started today.

The Supervisor called our insurance carrier and the volunteers working on the park are covered. People using the Park are also covered. We will need a maintenance person to maintain the playground equipment.

In talking to Lansing on the 9 Mile boat launch, before we submit the purchase agreement to the land owner, Mr. Lindberg, we will need a Land Acquisition signed.

Old Business: There have been 40 residents purchase 911 signs.

Spring Clean-Up went well but we have no official count as to the total number of residents that participated.

The signed contract with Chippewa County Road Commission to improve 6 Mile Rd. for a distance of 1.0 miles from Riverside to Scenic for $40,325.00 is the original contract and is correct.

The Administrative Fee that we were talking about adding to the tax roll is not legal. The Treasurer talked with Evelyn David from MTA and you can not have a flat fee. You have to have a percentage on the bill. There will be nothing added at this time for the summer tax bill.

New Business: A letter was received from Derrick and Jenni O’Dell advising they would like to purchase 40 acres of land on 10 Mile Rd. just east of Ridge Rd. The property is on a section of the road that is a seasonal road. The matter was tabled until a meeting is held with the County Commissioners and Chippewa County Road Commission on the policy of maintenance for seasonal roads.

We have a new road in Bruce Township. The name is S. Ordiway Row. It is a private road off 7 Mile Rd. west of M-129.

Land Division was presented for Andrea McDonald. Trustee Marsh questioned the Health Department restrictions. It was tabled until we have some clarifications.

At the Annual Meeting held on Saturday, March 25, 2006 a public hearing on Budgeting and Truth in Taxation was held. Motion was made by LaJoie, seconded by Avery to adopt the resolution to levy the following millages for 2006 to be levied upon property located in Bruce Township, as set forth in the "2006 TAX REQUEST". Allocated, operating, 1.5464. Roll call vote – Yeas – Marsh, Sawyers, LaJoie, Gallagher and Avery. Nays – None. Resolution unanimously adopted.

Public Comments: There were no comments.

Motion was made by Marsh, seconded by Avery to adjourn the meeting. All were in favor, motion carried. The Supervisor adjourned the meeting at 9:30. p.m.
