TOWNSHIP OF BRUCE 
MINUTES OF REGULAR MEETING HELD ON APRIL 10, 2008

            The regular meeting of the Bruce Township Board was held on April 10, 2008 at the Bruce Township Hall with board members Marsh, Avery, Sawyers and LaJoie present.  Absent none.  Also in attendance were 24 township residents.  The Clerk called the meeting to order at 7:00 p.m. with the Pledge of Allegiance.

            Public Comments:  There were no comments.

            The Clerk read a letter of resignation from Supervisor Daniel Gallagher.  Motion was made by Marsh, seconded by LaJoie to accept the resignation of the Supervisor.  All were in favor, motion carried.

            The Clerk explained the process of appointing a new Supervisor.  Motion was made by Sawyers, seconded by LaJoie to appoint Trustee Carl Marsh as Supervisor.  In favor were Marsh, Sawyers and LaJoie.  Opposed, Avery.  Motion carried.  The Clerk administered the oath of office to Trustee Marsh.  Supervisor Marsh presided over the remainder of the meeting. 

            Motion was made by LaJoie, seconded by Avery to hold a special meeting on April 24, 2008 to appoint a new Trustee, members to the Planning Commission, Board of Appeals, Board of Review and Zoning Administrator.  Motion carried.

            The minutes of the regular meeting held on March 13, 2008 were presented.  Motion was made by LaJoie, seconded by Avery to approve the minutes as presented.  All were in favor, motion carried. 

            The minutes of the Special Meeting held on March 26, 2008 were presented.  Motion was made by LaJoie, seconded by Avery to approve the minutes as presented.  All were in favor, motion carried.

            The budget for 2008-2009 was presented.  Motion was made by Sawyers, seconded by LaJoie to accept the 2008-2009 Budget as presented.  Roll call vote:  Yeas, Marsh, Sawyers, Avery and LaJoie.  Nays – none. 

            Motion was made by Avery, seconded by LaJoie to pay the bills.  Checks # 4928 through # 4974 were issued for a total of $41,577.32.  All were in favor, motion carried.

            Lannie Castagne presented a packet of Board of Review information and protested the decision of the Bruce Township Board of Review to the Township Board.

            County Commission Report:  Commissioner LaJoie stated that they would like some changes on the county Road Commission Board.
The Fire and Ambulance Department should soon be getting a refund for previously voted millage.

Special Meetings:  Treasurer LaJoie attended Chapter MTA meeting on March 20, 2008 at Kinross Township Hall.  Cindy Davis talked about the township budgeting process.
Clerk Sawyers and the election workers attended schooling in Rudyard.

            Zoning Administrator:  There has one permit issued.

            Planning Commission Report:  There was no report.

            Treasurer’s Report.  The Treasurers report was read.  The balance of all funds is $608,486.55.  Motion was made by Avery, seconded by Marsh to accept the Treasurers report.  Motion carried.

            Clerk’s Report:  The routine monitoring of the Township Hall water test showed nothing detected.
The MTA Spring District Meeting will be held on May 30, 2008 at St. Ignace.

              Firemen’s Report:  The Department had one fire call.  The plan is for the four firemen to go to New York next weekend to look at the 2500 gal. tanker truck.

            Grounds and Park Report:  There was no report.

            Old Business:  There was no one present to report on the Lighthouse Tower on township property.

            New Business:  The 2008-2009 meeting dates are April 10, 2008, May 8, 2008, June 12, 2008, July 10, 2008, August 14, 2008, September 11, 2008, October 9, 2008, November 13, 2008, December 11, 2008, January 8, 2009, February 12, 2009 and March 12, 2009.  The Annual Meeting will be March 28, 2009.  Roll call vote, yeas – Marsh, LaJoie, Sawyers and Avery.  Nays – None.

            Michigan Chloride will provide chloride at the same price as last year.  Motion was made by LaJoie, seconded by Avery to purchase up to $17,000.00 in chloride for township roads.  All were in favor, motion carried.

            Discussion was held on Spring Clean-Up.  Motion was made by LaJoie, seconded by Avery to hold Spring Clean-Up on Friday, May 16 and Saturday, May 17 and also on Friday, May 30 and Saturday, May 31 during normal business hours.  All were in favor, motion carried.

            Public Comments:  Discussion was held on the microphone system.  Motion was made by Avery, seconded by LaJoie to have someone fix the microphone system.  Motion carried.

            Motion was made by LaJoie, seconded by Avery to adjourn the meeting.  All were in favor, motion carried.  The meeting adjourned at 7:40 p.m.
