TOWNSHIP OF BRUCE
MINUTES OF REGULAR MEETING HELD ON APRIL 9, 2009

 

            The regular meeting of the Bruce Township Board was held on April 9, 2009 at the Bruce Township Hall with board members Marsh, Avery, Rogers, Sawyers and LaJoie present.  Also in attendance were 5 township residents.  The Supervisor called the meeting to order at 7:00 p.m. with the Pledge of Allegiance.

            Public Comments:  There were no comments.

            The minutes of the regular meeting held on March 12, 2009 were presented.  Motion was made by Avery, seconded by Rogers to approve the minutes as presented.  All were in favor, motion carried.

            The 2009-2010 Budget was presented.  Motion was made by LaJoie, seconded by Marsh to accept the 2009-2010 Budget as presented.  Roll call vote: Rogers, Avery, March, Sawyers and LaJoie.  Nays – none.  Budget was adopted.

            Motion was made by LaJoie, seconded by Avery to pay the bills.  Checks # 5467 through # 5513 were presented for a total of $32,027.28.   All were in favor, motion carried.

            County Commission Report:  There was no report.

            Reports of Special Meetings:  The Supervisor and Treasurer attend Chapter MTA in Kinross on March 19, 2009.  Mackinaw County Water Safety Review Team gave a presentation on the dangers of Rip Currents.  Rob Laitinen from the Chippewa County Road Commission spoke on the stimulus money.

            Zoning Administrator:  Mike Pins, Zoning Administrator, was unable to attend.

            Planning Commission Report:  The Planning Commission met on Tuesday, April 7, 2009.  They reviewed the rest of the zoning ordinance.

            Treasurer’s Report:  The Treasurer’s report was read.  The balance of all funds is $772,696.72.  Motion was made by Marsh, seconded by Rogers to accept the report as presented.  Motion carried. 

            Clerk’s Report:  The Hall water report showed nothing detected.
The kitchen inspection was done with everything okay.
MTA will have there Spring Regional Meeting in St. Ignace on Wednesday, May20, 2009.  Please contact the Clerk if you plan on attending.

            Firemen’s Report.  The Department had one call for a lift assist for Pickford Ambulance.
A guideline policy of Standard Operating Procedures for the Fire Department was presented.  Motion was made by Avery, seconded by Sawyers to accept the policy as a guideline.   All were in favor, motion carried.

            Grounds and Park Report:  They will be working on a ball field at the Township Hall.

            Old Business:  The proposed changes and additions to Zoning Ordinance #28.605D which pertains to earth removal, quarrying, gravel processing, mining, asphalt and  concrete mixing facilities, and related mineral extraction businesses were discussed.  Motion was made by Rogers, seconded by Avery to adopt the ordinance.  Roll call vote:  yeas, Marsh, Avery, Sawyers, Rogers and LaJoie.  Nays – none.  Resolution was adopted.

            The Michigan Emergency Management Assistance Resolution was discussed.  No action will be taken at this time.

            Ambulance Service on 9 Mile Rd. was discussed.  Motion was made by LaJoie, seconded by Rogers to write a letter to 911 Dispatch and ask that both sides of 9 Mile Rd. be serviced by Sault Ste. Marie Ambulance.  All were in favor, motion carried.

            New Business:   The 2009-2010 meeting dates are April 9, 2009, May 14, 2009, June 11, 2009, July 9, 2009, August 13, 2009, September 10, 2009, October 8, 2009, November 12, 2009, December 10, 2009, January 14, 2010, February 11, 2010 and March 11, 2010.  The Annual Meeting will be Saturday, March 27, 2010 at 9:00 a.m.
Roll call vote: yeas – Marsh, LaJoie, Sawyers, Rogers and Avery.  Nays – None.

            Spring Clean Up will be held on May 15th and May 16th and May 29th and May 30th.   Motion was made by Marsh, seconded by Rogers to pay for the first 500 lb. load.  All were in favor, motion carried.  Vouchers will be available at the Township office.

            Michigan Chloride will provide chloride for the same price as last year which was 34 cents a gal.  Motion was made by LaJoie, seconded by Marsh to purchase brine for the township roads this spring.  All were in favor, motion carried.

            Dunbar Park is in need of some repairs such as the dock fixed, fence repair and painting.

            Motion was made by Rogers, seconded by LaJoie to advertise for bids for reproofing Bruce Township Hall.  The bid job specification will be available at the Hall Office or from Carl Marsh, Supervisor.  All were in favor, motion carried.

            Public Comments:  There were no comments.

            Motion was made by Rogers, seconded by LaJoie to adjourn the meeting.  All were in favor, motion carried.  The supervisor adjourned the meeting at 8:35 p.m.
