TOWNSHIP OF BRUCE

MINUTES OF REGULAR MEETING HELD ON MARCH 11, 2010

 

 

            The regular meeting of the Bruce Township Board was held on March 11, 2010 at the Bruce Township Hall with board members Marsh, Sawyers, LaJoie, Avery and Rogers present.  Absent none.  Also present were 7 township residents.  The Supervisor called the meeting to order at 7:00 p.m. with the Pledge of Allegiance. 

 

            Public Comment:  There were no comments.

 

            The minutes of the regular meeting of the February 11, 2010 were presented.  Motion was made by Rogers, seconded by LaJoie to approve the minutes as presented.  All were in favor, motion carried.

 

            Motion was made by Avery, seconded by Rogers to pay the bills.  Checks # 5918 through # 5961 were presented for a total of $ 20,821.79.   All were in favor, motion carried. 

 

            County Commission Report:  Commissioner Don McLean was not present.

 

            Reports of Special Meetings:  The Supervisor attended a MTA meeting in Kinross.  Our taxable revenue will be up 1.74%.

            He also attended the Chippewa County Road Board meeting and Riverside Dr. from 6 Mile Rd. to 9 Mile Rd should be done by July 4th.

            Payne and Dolan have received the bid for the bridge between 10 Mile Rd. and 11 Mile Rd. on M-129 and the paving on M-129 between 10 Mile Rd. and M-80.

            A DNRE meeting was held on a permit for Ken Keeley to put in a dock.  The outcome is up to the DNRE.

            On Thursday, March 18, 2010 at 7:30 p.m. at Kinross Township Hall, Cindy Davis from MTA will be speaking on Zoning Boards and Planning Commissions.

 

            Zoning Administrator:  Mike Pins, Zoning Administrator, reported no permits were issued this month.  Correspondence was received from Attorney Veum on the Moody property at 1056 E. 7 Mile Rd.  The insurance that covered the home is in dispute with the policy holder and has not yet been settled.

 

            Planning Commission:  The Planning Commission met on Tuesday, March 9, 2010.  Interviews were held on two prospective board members.  The changes were made in the Zoning Ordinance and will be advertised for a public hearing at the April Planning Commission meeting.

 

            Treasurer’s Report:  The Treasurer’s report was read.  The balance of all funds is $692,039.40.

 

            Clerk’s Report:  MTA is sponsoring the following seminars:

“Protecting Your Township’s Boundaries” will be held in Gaylord on April 7, 2010.

“How Boards Make Decisions” will be held in Houghton Lake on April 9, 2010.

“Making Meetings Work More Effectively” on April 10, 2010 in Houghton Lake. 

“Stay On Top of the Latest Reform Proposals in Lansing” on April 21, 2010 in Lansing.

 

            Firemen’s Report:  The Department had one fire call this month.

 

            Grounds and Park Report:  There was no report.  Discussion was held on if there was ever a motion made for a plaque in honor of Joe Lechner at Dunbar Park.  We will check to see if we can find out.

 

            Old Business:

The Board of Review had 17 protests

 

Motion was made by Avery, seconded by LaJoie to adopt the Dangerous Structure Ordinance.  Roll call vote – Yeas, Avery, Marsh, Sawyers and LaJoie.  Nays –      Rogers.  The Ordinance was adopted and will be put in the newspaper.

 

                      Motion was made by LaJoie, seconded by Rogers to adopt the Resolution for the Fire Insurance Withholding Program.  Roll call vote – Yeas, LaJoie, Sawyers,

 

There are two vacancies on the Planning Commission.  Motion was made by Marsh,

seconded by Rogers to appoint Paulette Lightfoot to the Planning Commission for a term of three years (April 2010 – April 2013).  All were in favor, motion carried.  Motion was made by Marsh, seconded by LaJoie to appoint Jeremy McLean to the Planning Commission for a term of three years (April 2010 – April 2013).  All were in favor, motion carried.

 

The big refrigerator has been repaired and is working fine.

 

New Business:

            Discussion was held on when to put the road renewal proposal on the ballot.  Motion was made by LaJoie, seconded by Rogers to put the road renewal proposal on the August ballot.  All were in favor, motion carried.

 

A work session will be held on March 17, 2010 at 7:00 p.m. to work on the budget.

                       

The Annual Meeting will be held on Saturday, March 27, 2010 at 9:00 a.m.

 

The Supervisor talked to Jim Hooker from the DNR and the money has been appropriated for the boat launch at Conely’s Point.  We may see something done by 2011.

 

The Rescue 21 tower will be erected at 10 Mile Rd. and Riverside.  It will be a 285 ft. tower.

 

There is a sign at Bruce School that some residents would like to have brought over to the Township.  The Supervisor will look into this possibility.

 

Public Comment:  We are still looking for nominations for the Good Neighbor and Good Citizen awards.

 

Motion was made by Rogers, seconded by Avery to adjourn the meeting.  All were in favor, motion carried.  The Supervisor adjourned the meeting at 7:50 p.m.
