TOWNSHIP OF BRUCE
MINUTES OF REGULAR MEETING HELD ON DECEMBER 8, 2005
The regular meeting of the Bruce Township Board was held on December 8, 2005 at the Bruce Township Hall with board members Gallagher, Marsh, Avery and Sawyerspresent. Absent LaJoie. Also in attendance were 7 township residents. Supervisor Gallagher called the meeting to order at 7:30 p.m. with the Pledge of Allegiance.
Public Comments: There were no comments.
The minutes of the regular meeting held on November 10, 2005 were presented. Motion was made by Marsh, seconded by Avery to approve the minutes as presented. All were in favor, motion carried.
Motion was made by Avery, seconded by Marsh to pay the bills. Checks # 3585 through #3630 were presented for a total of $37,326.47. All were in favor, motion carried.
County Commission Report: There was no report.
Special Meetings: There were no special meetings.
Zoning Administrator: Mike Schmidt, Zoning Administrator, reported zoning permits are very slow this time of the year. The Zoning Board of Appeals will meet on December 13, 2005 for variances for Robert Ware and Mark Dumback.
Planning Commission Report: The Supervisor gave the Planning Commission report. The new fee schedule is ready for adoption at the December 8, 2005 board meeting.
The Zoning Ordinance Amendment #6 is ready for adoption by the Township Board.
There will be a public hearing on the Hazardous Materials Cost Recovery Ordinance at the next board meeting on January 12, 2005.
Draft copies of some sections of the Master Plan are available for distribution to the Township Board members.
Treasurers Report: The Treasurer is attending a County Chapter MTA meeting in Kinross. There was no report.
Clerks Report: There was no correspondence. There will be a County road millage election on February 28, 2006.
Firemen’s Report: The Department had 2 fire calls this month. Two more people have joined the Fire Department. There are now 45 on the Department. The Fire Chief is writing for 3 grants for the Fire Department.
Grounds and Parks: There was no report.
Old Business: The Zoning Ordinance Fee Schedule dated November 2005 was presented. The only change in the fee schedule is no fee will be required when obtaining a zoning permit for patios, decks and porches. Motion was made by Marsh, seconded by Avery to accept the fee schedule. All were in favor, motion carried.
A Fire Service Mutual Aid Agreement has been developed for Chippewa, Luce, Mackinac and Schoolcraft counties. Motion was made by Avery, seconded by Marsh that we adopt the Mutual Aid Agreement. Roll call vote – Yeas – Gallagher, Marsh, Avery and Sawyers. Nays – none. Agreement was adopted.
A public hearing will be held at the January 12, 2006 board meeting on a proposed Hazardous Materials Incident Cost Recovery Ordinance. The proposed Ordinance will establish procedures for the recovery costs incurred by the Township Fire Department associated with responses to Hazardous Material Incidents and for the recovery of other costs incurred by the Township associated with such incidents.
Guard rail for 12 Mile Rd. west of M-129 was discussed. The opinion was that guardrails are needed. Any action was tabled until spring. Zoning Ordinance Amendment #6 was presented to the Township Board for adoption. Motion was made by Marsh, seconded by Gallagher to adopt Amendment #6. Roll call vote – Yeas – Marsh, Gallagher, Sawyers and Avery. Nays – none. Amendment was adopted.
New Business: The Fire/Ambulance Budget needs the following adjustments: Motion was made by Sawyers, seconded by Avery to increase #860, Mileage by $135.00 and decrease #694, Contingency by $135.00. Motion carried. Motion was made by Sawyers, seconded by Marsh to increase #930, Maintenance and Repair to Building by $17.00 and decrease #694, Contingency by $17.00. Motion carried.
A copy of a correspondence between Rudyard Township and the Chippewa County Road Commission regarding seasonal roads was read.
Supervisor presented land division for Ronald and Patricia Drow. Motion was made by Marsh, seconded by Avery to approve the land division for Ronald and Patricia Drow. All were in favor, motion carried.
The Annual MTA Convention will be held on January 24-27 in Grand Rapids. Motion was made by Marsh, seconded by Avery to send up to six members between the Planning Commission and Township Board to the Convention. All were in favor, motion carried.
Public Comments: Judie Fischer asked who is the manager of the Chippewa County Road Commission. It is Dirk Heckman. Judie Fischer commented that when there are two Zoning Board of Appeals decisions to be made, it would be better to have them on separate nights. She also suggested that we consider recognizing some homes for holiday decorations.
Motion was made by Avery, seconded by Marsh to adjourn the meeting. All were in favor, motion carried. The Supervisor adjourned the meeting at 8:20 p.m.
