TOWNSHIP OF BRUCE

MINUTES OF REGULAR MEETING HELD ON NOVEMBER 9, 2006

 

The regular meeting of the Bruce Township Board was held on November 9, 2006 at the Bruce Township Hall with board members Gallagher, Marsh, Avery, Sawyers and LaJoie present. Absent none. Also in attendance were 10 township residents. Supervisor Gallagher called the meeting to order at 7:30 p.m. with the Pledge of Allegiance.

Public Comments: There were no comments.

The minutes of the regular meeting held on October 11, 2006 were presented. Motion was made by Marsh, seconded by Avery to approve the minutes as presented. All were in favor, motion carried.

Motion was made by Avery, seconded by Marsh to pay the bills. Checks # 4181 through # 4228 were issued for a total of $ 13,299.03. All were in favor, motion carried.

County Commissioner Report: Commissioner LaJoie was not present.

Reports of Special Meetings: The Clerk and Treasurer attended a meeting for Quick Books at Soo Township.

Lou MacDonald attended a MDOT meeting and brought back some maps showing proposed work that will be done in the Township in 2006-2007.

Zoning Administrator: There have been 6 new permits issued this month. There have been 18 fewer permits issued this year than last year at this time.

There have been several complains that have been looked into, junk cars on Seven Mile Road, a fence on property in Barbeau, and discharging sewage in the river with the Health Department being notified and they have had no complaints.

Planning Commission Report: The Planning Commission met on Wednesday, November 8, 2006.

The principal item of business was filtering land use plan/map into the Master Plan.

A public hearing on the Master Plan will be January 16, 2007.

The December Meeting will be for taking a final look at the complete package of the Master Plan.

The Planning Commission would like to send at least one member to the Annual MTA Conference in Detroit in January.

Treasurer’s Report: The Treasurers report was read. The balance of all funds is $344,581.54. Motion was made by Avery, seconded by Marsh to accept the Treasurers report as presented. Motion carried.

Clerk’s Report: The General Election was held on Tuesday, November 7. There were 885 voters.

Firemen’s Report: The Department had one fire call this month.

The Pig Roast was attended by 275 adults and about 25 children. After the bills are paid the profit will be about $2,100.00.

Grounds and Park Report: The Committee will meet early in December.

The bill for fuel for the National Guard hauling the sand was $1,447.19. The total expense for the Grounds and Park playground is $16, 954.74.

Old Business: Discussion was held on the Prison Crew Contract. The State will now be charging a mileage fee. Since we have no work for them during the winter months, it was decided that from December 1 through April 1, Rudyard would use the crew on Thursday. Motion was made by Marsh, seconded by Avery to sign the contract with the Prison Crew from October 1, 2006 through September 30, 2007, with Rudyard agreeing to use the crew from December 1 through April 1 on Thursdays. All were in favor, motion carried.

A notice was received from Attorneys on the sale of Montgomery Aggregate personal property assets. The sale was October 25th.

The barrier free entrance to the Township office is sloped toward the building and the door drags on the cement. Ware Contractor will be notified to fix the project before the bill will be paid.

New Business: A snow removal bid for snow removal for November 15, 2006 through April 15, 2007 was presented by William Hillock for $5,172.00. Motion was made by Marsh, seconded Avery to accept the snow removal bid of $5,172.00 from William Hillock for snow removal from November 15, 2006 through April 15, 2007. All were in favor, motion carried.

The Board of Review will meet on December 12, 2006. The March Board of Review will be March 12 & 13, 2007.

Treasurer LaJoie presented land division for Burton and Burton Inc. on 15 Mile Rd. Motion was made by Gallagher, seconded by Avery to accept the land division for Burton and Burton Inc. on 15 Mile Rd. All were in favor, motion carried.

Public Comments: Lou MacDonald stated there are some glitches on the website.

Motion was made by Marsh, seconded by Avery to adjourn the meeting. All were in favor, motion carried. The Supervisor adjourned the meeting at 8:15 p.m.
