TOWNSHIP OF BRUCE
MINUTES OF REGULAR MEETING HELD ON JANUARY 8, 2009

            The regular meeting of the Bruce Township Board was held on January 8, 2009 at the Bruce Township Hall with board members Marsh, Avery, Rogers, Sawyers and LaJoie present.  Absent none.  Also in attendance were 9 township residents.  The Supervisor called the meeting to order at 7:00 p.m. with the Pledge of Allegiance.

            Public Comment:  There were no comments.

            The minutes of the regular meeting held on December 11, 2009 were presented.  Motion was made by Avery, seconded by LaJoie to approve the minutes as presented.  All were in favor, motion carried.

            Motion was made by LaJoie, seconded by Avery to pay the bills.  Checks #5339 through # 5375 were presented for a total of $ 13,419.92.   All were in favor, motion carried.

            County Commission Report:  There was no Commissioner present.

            Reports pf Special Meetings:  There were no reports.

            Zoning Administrator:  There have been no permits issued in the last month.

            Planning Commission:  The Planning Commission met on Tuesday, January 6, 2009.
The Commission held election of officers with Marge Mitchell, Chairman, John Hillock, Vice Chairman and Carolyn Person, Secretary.
The meeting dates were approved.
They reviewed the Special Land Use Document from last meeting.
Discussion was held on the gravel pit.

            Treasurer’s Report:  The Treasurer’s report was read.  The balance of all funds is $552,189.10.  Motion was made by Avery, seconded by Rogers to accept the report as presented.  Motion carried.

            Clerk’s Report:  The quarterly water test showed nothing detected.      
MTA will be sponsoring a seminar on “The Basics of Budgeting” in Gaylord on February 17, 2009.
The 2009 Board of Review Training will be held on February, 27, 2009 at the Little Bear East Arena in St. Ignace. 
The 2009 Upper Peninsula Assessors Association Board of Review School will be held on February 11, 2009 at the Trout Lake Township Hall.

            Firemen’s Report:  The Firemen had one call this month.

            Grounds and Park Report:  There was no report.

            Old Business:  The Insurance Company sent paperwork on the Fire Fighter Cadet Program.  The Fire Chief will look over the paper work.

            The Risk Management Review showed that the zoning area of the Township is okay.  The Fire Department and Township Board have some policies that need to be enacted.

            Explanation and discussion was held on Section 10, Future Land Use, and Section 11, Plan Implementation, of the Master Plan.  This had been tabled since last March.  Section 10 says there is going to be a map with one zone and Section 11 lists objectives to be reviewed in conjunction with the annual assessment and updated as appropriate.  Motion was made by Rogers and seconded by Marsh to adopted Section 10 and Section 11of the Master Plan Implementation.  Roll call vote: Aye, Avery, Roger, Marsh, Sawyers and LaJoie.  Nay – none. 

            New Business:  The Supervisor attended a County Road Board Meeting.  The County will be starting the three signed contracts that we have with them as soon as possible.  The three contracts are Nicolet Rd from Sailor’s Creek to 9 Mile Rd., Lower Haylake Rd from 11 Mile Rd. to 12 Mile Rd. and 71/2 Mile Rd to Lower Haylake Rd. 
The following roads are scheduled with federal money in 2011, Riverside Dr. from 4 Mile to 9 Mile and in 2012. Riverside Dr. from 9 Mile to 15 Mile Rd.
The following road is scheduled with state money in 2010, the bridge on M-129 and 12 Mile Rd. and in 2011 and 2012, M-129 from 6 Mile Rd. and Tone Rd. 

            The following budget adjustments were made to the General Fund:
The motion was made by Sawyers, seconded by Marsh to increase 727, Clerk by $300.00 and decrease #694, Contingency by $300.00.  Motion carried.
The motion was made by Sawyers, seconded by LaJoie to increase #860, Custodian Mileage, by $200.00 and decrease #694, Contingency by $200.00.  Motion carried.

            The Board of Review School will be in St. Ignace on February 27, 2009.  Motion was made by Avery, seconded by LaJoie to send 6 people to Board of Review School.  All were in favor, motion carried.

            Land Division was presented for Mark Sharpe and Tammie Massie on S. Ridge Rd.  Motion was made by LaJoie, seconded by Marsh to accept the land division as presented.  Motion carried.
Land Division was presented for James and Linda Bourdlais on 14 Mile Rd.  Motion was made by LaJoie, seconded by Avery to accept the land division as presented.  Motion carried.

            A work session is scheduled for Thursday, January 22, 2009 at 7:00 p.m.

            Public Comments:  The question was asked what the vision is for Bruce Township School.
Discussion was held on the cost for land division.

            Motion was made by Avery, seconded by Rogers to adjourn the meeting.  All were in favor, motion carried.  The Supervisor adjourned the meeting at 7:45 p.m.
