Bruce Township Planning Commission
Meeting Minutes
October 11, 2005

 

Members present: J. Fischer, L. Little, L. MacDonald, C. Marsh, C. Person, M. Schmidt. Absent: B. Gardella, B. Osborne. Approximately 40 members of the public. Meeting called to order at 7:05p.m.

Minutes of 6 September 2005 unanimous approval. Motion by C. Marsh, second by L. Little

Public comment: resident was denied homestead exemption and wasn’t notified of loss of exemption until he received his next year’s tax bill. Felt people should be notified when loss of exemption occurs.

Chairman indicated that he would raise the issue with the Township Board.

Zoning Administrator reported 8 new permits issued this past month which brings the total for the year up to 63. Last year there were 51 at this time.

Public Hearing opened at 7:11p.m. for the Special Land Use Request by Montgomery and Amerigas. The request by Amerigas was to construct a propane storage facility on property owned by Montgomery near M-129 and 7 mile. The vehicles will use the existing drive and the facility will be fenced and have appropriate lighting installed. Safety measures will be followed. After several questions from the audience and questions from the Planning Commission which were satisfactorily answered by the Amerigas representative, the public meeting was closed at 7:26p.m.

Following the Special Land Use Decision Document, the Planning Commission approved the permit as presented. Roll call vote: Fischer, yes; Little, yes; Marsh, yes; Person, yes; MacDonald, yes Public Hearing opened at 7:47p.m. for the proposed amendment #5. Chairman explained each change and answered questions and comments from the audience. An objection was raised concerning Section 28.1000 assuming that it prohibited private radio communication towers and private wind powered generator towers. Chairman indicated that the amendment only confirmed permit requirements for such facilities and that the Planning Commission had not considered private wind powered generatorsand radio antennas and would take the comments into consideration in the final draft. Public meeting was closed at 9:23

Discussion followed. J. Fischer made a motion to approve modified Ordinance amendment language to include the issue of wind powered generators for private use and not require permits. 2nd by C. Marsh and motion passed with unanimous approval.

The Chairman postponed action on the Master Plan Public Meeting discussion until next month.

Planning Commission members are invited to Kinross Twp. as they undertake updating their Master Plan.

Meetings will be held the 2nd Monday at 7:30p.m.

MTA Annual meeting will be in Grand Rapids 24-27 January 2006. Commissioners encouraged to consider attendance.

Chairman read brief remarks on the origin of the name Bruce in the Township’s name and a clarification of the use of the apostrophe in "St. Marys River".

A reminder that the Volunteer Firemen’s Pig Roast is this Saturday noon 'til 8p.m.
